When the 49ers signed Brian Hoyer on Wednesday to a two-year contract worth $10 million in guarantee – plus many other incentives – the team “strongly indicated” that he’d be the starting quarterback for 2017, according to CBS Sports . Part A: The 49ers are going to draft a rookie quarterback who simply won’t be ready for the mental demands of Kyle Shanahan’s offense come Week 1.
