‘Sexually Violent’ Offender Reports Move In Mount Vernon

A registered "sexually violent" offender convicted of having non-consensual sexual contact with a woman has reported a move in Westchester County. The New York State Division of Criminal Justice Services issued an alert this week to Westchester residents regarding the residency of 57-year-old Cesar Urbina, who has moved to an apartment on Cooley Place in Mount Vernon.

Azeez met the victim in 2013 while doing construction work on her grandmother's Mount Vernon-based business and home.
