DEPARTMENT OF JUSTICE: New York City will build a cover over the reservoir that supplies its drinking water and pay a fine as part of a consent decree with the federal government
YONKERS: The Hillview Reservoir is a massive, open-air structure that gets almost a billion gallons of water via aqueducts daily, and is the last stop before water enters the three city water tunnels.
TRUMP ADMINISTRATION: Federal regulations call for open-air reservoirs like Hillview to be covered to protect the water from viruses that can come from animals like birds or their waste.
New York City in previous years tried to get a waiver, or the deadline delayed
In the 1990s, EPA issued a national one-size-fits-all rule that requires a cover on even an extraordinarily well protected asset like Hillview Reservoir and now New York City residents will spend $1.6 billion to build a redundant cover.
The feds filed a lawsuit in 2017 saying the city was violating the Safe Water Drinking Act at the reservoir, which is the last stop for drinking water before it is distributed to New York City taps.
Sen. Charles Schumer, who was a vocal opponent of the concrete cover plan has previously said it wasn’t cost-effective and lacked common sense.
Andrew Wheeler, the former coal lobbyist who heads the President Trump’s Environmental Protection Agency has repeatedly hailed the agreement in press reports.
The cover project is estimated at $1.6 billion, and other connected projects raise the total estimate to almost $3 billion.
The entire project is scheduled to be completed and running by 2049 The measures would include elimination of Cliff Swallow nests and live capturing or lethal removal of duck and other waterfowl, as well as other actions concerning the waterfowl in the area, such as a bird census.
The agreement indicates that such efforts have been underway since 2010, and says bird culling will be enhanced, but it does not explain how that will be done.

As MGM’s latest lobbying for a real Yonkers casino plays out, the New York state law only opens the door for up to three casinos in the New York City area once 2023 rolls around.
And there are a lot of big casino players ready to fight to be one of those casinos four years from now.
Soon New Yorkers can forget about #MGM, as they take a $3.00 the subway ride to play casino table games like poker, roulette and craps at Aqueduct. Resorts World at Aqueduct Raceway joined MGM in its backing of new casino licenses.
The Queens site has the same parent, Malaysian gaming company Genting, as Resorts World Catskills.
So while the latter could be harmed somewhat by the addition of more gambling at Yonkers, the Queens site would benefit the parent company enormously if live dealer games and sports betting were made available. Will the nearby Meadowlands Sports Complex have a casino by then?
The landscape of the tri-state area — don’t forget about MGM’s proposed Bridgeport, Connecticut casino! — will change dramatically in the coming decade. It will be fascinating to see who wins big, and who loses by the same margin.
The lag in bringing sports betting to the four new casinos also doesn’t bode well for MGM in Yonkers.
What Yonkers taxpayers are not being told is that one of the aspects of the New York state law passed in 2013 to allow for four new commercial casinos was that no casino be built in the New York City region before 2023.
The upstate casinos already are entitled to as much as $300 million or so in rebates from their upfront costs if the 2023 timetable is moved up for MGM in Yonkers , and this massive penalty is something that New York State can’t afford right now
The question is whether MGM in Yonkers and Genting in Queens can promise enough dollars to offset the rebates due to the four existing casinos.
DEMS ARE FIGHTING: Democratic leaders of the Senate and Assembly, are defending their budget proposals and noting that disagreements over the details of the budget are to be expected two weeks before the deadline.
“We’re going to go forward and try to do this budget, do it on time,” said Senate Leader Andrea Stewart-Cousins, D-#Yonkers in upstate press reports.
Governor Andrew Cuomo Cuomo argues lawmakers in the Assembly and Senate want a budget that is too bloated when compared to his $175 billion budget proposal.
Andrew Cuomo also blasted the Assembly for not including a provision in its budget recommendation that would make permanent the 2 percent property tax cap implemented in 2012.
According to Andrew Cuomo’s budget office, the Senate budget proposal would spend $3.5 billion more than his plan.
Democrats won control of the Senate in last fall’s elections after a decade of Republican rule in the chamber.

Highfields Capital Management LP decreased its stake in MGM Resorts International (MGM) by 35.56% based on its latest 2018 Q4 regulatory filing with the SEC.
Highfields Capital Management Lp sold 1.21 million shares as the company’s stock declined 3.38% while stock markets rallied. The hedge fund held 2.20 million shares of the hotels and resorts company at the end of 2018 Q4, valued at $53.37 million, down from 3.41 million at the end of the previous reported quarter.

YONKERS: City officials say dog waste disposal stations have been shown to increase citizen compliance by nearly 200% with local dog cleanup laws.
Currently, in the The City of Yonkers, failure to pick up after a dog is a Class III offense and subject to a fine of $1,000.
“This initiative utilizes a model that has proven effective in encouraging building owners to take simple, yet meaningful action to reduce waste and maintain cleanliness in our local neighborhoods,” added City Councilwoman Shanae Natalee Williams.
The receptacles will not be placed on any street, sidewalk or footpath that interferes with public space and all dog waste stations must be approved by the City of Yonkers Department of Housing & Buildings.
