STATEMENT: From Yonkers Senator Shelley Mayer On School And Municipal Budget Aid

“As the Chair of the State Senate Education Committee, one of my priorities is ensuring we provide increased funding in the state budget for public schools throughout the state. I am honored to work with colleagues who share a commitment to the children of New York State and to ensuring that school districts, regardless of who represents them, have the resources they need to provide a quality education for every child. The One-House Budget Resolution provides historic support for schools and higher education, including:

  • Increasing School Aid by $1.62 billion or 6.0% over the 2018-2019 school year;
  • Increasing Foundation Aid by $1.2 billion or 6.8% over last year;
  • Reforming the tuition assistance program (TAP) by increasing the minimum TAP award, the maximum TAP award, and increasing eligibility by raising the TAP income threshold so more New York families can benefit;
  • And, for the first time, providing a new pool of $25 million in additional grants to school districts to support English Language Learning students;
  • Providing $20 million for expanded pre-kindergarten grants, $5 million
    above the Executive;
  • Increasing funding for higher education, including an additional $5.8
    million for community college base aid.

In addition to investing in our students and families, the One-House Budget Resolution:

  • Restores $60 million in Aid and Incentives to Municipalities (AIM) funding for towns and villages;
  • Provides $10 million in funding for early voting and other voting reforms to ensure that local governments are not required to spend additional funding to implement voting reforms enacted by the state government; 
  • Adds an additional $150 million to Consolidated Local Street and Highway Improvement Program (CHIPS) funding, for a total of $588 million, to ease the burden on local municipalities by providing state funding to repair local streets and highways; 
  • Increases non-MTA Downstate transit systems funding, including Bee-Line, to $350 million, an additional $12.2 million over the Executive proposal, and $11 million for the Lower Hudson Transit Link bus service; 
  • Restores millions in Medicaid cuts to our local hospitals; 
  • Allocates an additional $2 billion, for a total of $2.5 billion, for clean water infrastructure projects; 
  • Includes language which underscores the State Senate’s commitment to tenant protection in Westchester County; 
  • Protects taxpayers by ensuring community benefits when projects are supported by public dollars. When development projects receive tax incentives from the state or a local Economic or Industrial Development Agency, those project should be required to pay prevailing wage, and every effort should be made to hire local workers. ”

NOT SERIOUS ABOUT CRIMINAL JUSTICE REFORM: Yonkers Senate Majority Leader Votes For Budget Bill That Excludes Gov. Cuomo’s Proposal To Close As Many As Three Correctional Facilities By September 1st

Governor Andrew Cuomo’s prison closure plan isn’t included in the senate’s budget bills, even though it could save 35 Million in tax dollars

QUOTE: “These new closures are another step toward reversing the era of mass incarceration and recognizing that there are more effective alternatives to lengthy imprisonment,” Governor Andrew Cuomo said in February.

UNIONS DON’T WANT IT: Yonkers Senate Majority Leader Andrea Stewart-Cousins and other democratic lawmakers don’t support Gov. Andrew Cuomo’s plan to expedite the closure of up to three state prisons this year. 

FORGET ABOUT IT: The One-house budget plans released by the Assembly and state Senate majorities excludes Governor Andrew Cuomo’s proposal.

PROTECT UNION JOBS: The governor is seeking authority from the state Legislature to close as many as three correctional facilities by September 1st.

In his 30-day budget amendments, Governor Cuomo included the proposal to shutter up to three state prisons.

His plan would require the Department of Corrections and Community Supervision to review the state’s 54 correctional facilities and determine which should close. There would be criteria the agency would consider, such as facility security level, available programs for inmates and the potential reuse of the property.

Governor Cuomo, who has boasted about closing 24 state prisons and juvenile detention centers, contends more prisons can be shuttered due to a declining inmate population.

The inmate population is now 46,973, down from 56,419 since 2011 — the governor’s first year in office.

The state Division of Budget estimates the closures could eliminate more than 1,200 beds in the prison system and save at least $35 million. 

However, Cuomo’s plan faces opposition from lawmakers and unions representing correctional officers.

One of the unions, the New York State Correctional Officers and Police Benevolent Association, slammed the proposal. The labor group believes it would lead to overcrowding in prisons and create dangerous conditions for staff. 

The governor and state legislative leaders are aiming to finalize a new state budget by March 31.

New York State Budget Director Robert Mujica With Governor Andrew Cuomo are blaming recent revenue shortfalls on the President Donald Trump’s 2017 federal tax law and its changes to the deductibility of state and local taxes

WHO CAN AFFORD THIS: New York State Budget Director Robert Mujica said Wednesday that the state cannot afford to approve New York City licenses early because of the licensing fees it would have to refund to the four upstate casinos under the current law — a penalty that could total $300 million.

NOT IN THE CARDS: State Assembly Democrats have been reluctant to support more gaming.

While the approved 2013 referendum allows up to three New York City casinos, only the state Legislature authorize them and an early authorization will trigger nearly a third of a billion in penalties.

But, the Yonkers establishment is pushing the Yonkers delegation to get the other lawmakers to approve full gaming at the Yonkers casino before 2021 and pay the $300 Million penalty, so that the Rooney family can earn their $150 million bonus from MGM – and walk away from Yonkers with a total payoff of one billion.

REAL NUMBERS: Projections show state will no longer be able to count on more money from slots, table game for schools

PIE IN THE SKY: Governor Andrew Cuomo’ recently updated financial plan  projects that the school aid provided to the state by casinos will increase 15 percent — from $140 million this year to $161 million in 2020 — mostly based on greater returns from the slow-starting Resorts World Catskill.

But estimates show, it will remain flat, and then casino monies will dip by about 4 percent to $155 million in 2022 and 2023.

Video lottery terminal aid is also expected to get a bump next year, but then decrease slightly and remain flat at $948 million until 2023.

he 2020 financial plan makes it clear that more money will likely have to be used from the general fund to pay for aid to public schools across the state.

General lottery aid, which comes from the scratch-off tickets and games such as Lotto and Mega Millions, is also projected to eventually decrease and stagnate.

Of course Yonkers will get the same fixed flat rate Rooney Family Payment In Lieu Of Taxes (PILOT) that it get year after year after year.

MGM, which recently purchased Empire City Casino and Yonkers Raceway, is in the Capitol lobbying to possibly convert the property to a full-fledged casino and making all kinds of grandiose promises and projections as Yonkers school children get nothing extra
