A member of the New People’s Army was killed in a clash with government troops in a remote village in Makilala, North Cotabato over the weekend. The January 21 clash came on the same day the government and National Democratic Front peace panels signed in Rome, Italy the Supplemental Guidelines for the Joint Monitoring Committee which shall “additionally guide the work” of the Joint Monitoring Committee in its task of “monitoring the implementation of, and achieving, the objectives of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law.”
