Supt. Rafael Dumlao, one of the main suspects in the kidnap-slay of South Korean executive Jee Ick-joo in October 2016, has escaped Camp Crame in Quezon City where he was supposed to be under restrictive custody. PNP director general Ronald dela Rosa said he has already issued an order for Dumlao to return to Camp Crame after he was monitored leaving the Philippine National Police headquarters at midnight.
