EU envoys back keeping sanctions against Russia over Ukraine

The European Union’s top diplomats vowed Monday to uphold sanctions against Russia for destabilizing conflict-torn Ukraine, despite confusion over how U.S. President Donald Trump plans to manage his relations with Moscow.
