EU reversal of stance on loss and damage turns the tables on China at Cop27

Late on Thursday night in the Egyptian resort of Sharm el-Sheikh, the Cop27 UN climate talks seemed stuck in an irretrievable logjam. Rich and poor countries had reached deadlock, a “breakdown between north and south”, according to the UN secretary general, António Guterres.

By Friday morning, the talks had been upended and the battleground dramatically redrawn, in a way it has not been in 30 years of these annual talks. At stake is the question of whether some of the world’s leading economies – countries such as China, Saudi Arabia and other Gulf petrostates, Russia and countries with high per capita income such as South Korea and Singapore – should start contributing for the first time to help the poorest and most vulnerable countries with the impacts of climate disaster.

Anthony Albanese has called for an emergency session of the UN security council to condemn North Korea’s provocative launch of an intercontinental ballistic missile that landed in Japan’s exclusive economic zone on Friday.

Australia’s prime minister joined the vice-president of the United States, Kamala Harris, the prime minister of Japan, Fumio Kishida, New Zealand’s prime minister, Jacinda Ardern, South Korea’s prime minister, Han Duck-soo, and the prime minister of Canada, Justin Trudeau, in a huddle on the sidelines of the Apec summit in Bangkok on Friday.

UN chief António Guterres has urged the Myanmar junta to immediately return to democracy, saying it was the only way to stop the “unending nightmare” engulfing the country.

Myanmar has spiralled into bloody conflict since the military ousted Aung San Suu Kyi’s civilian government in February last year, with thousands killed.

Angola has urged the UK to adopt an emergency poverty strategy to protect its most vulnerable citizens from the cost-of-living crisis.

The call – from a country where more than half of its population of 34 million people live on less than $2 (£1.75) a day, on behalf of citizens of one of the world’s richest – was among several concerns raised before a UN review of the UK’s human rights record today.

Ukrainian president says Russia’s invasion has forced dozens of countries to resume coal-fired power to alleviate energy costs

The Ukrainian president, Volodymyr Zelenskiy, has told world leaders they will not be able to tackle the climate crisis unless Russia’s invasion of his country ends.

“There can be no effective climate policy without the peace,” he said in a video address at the Cop27 UN climate summit in Egypt on Tuesday. “The Russian war has brought about an energy crisis that has forced dozens of countries to resume coal-fired power generation in order to lower energy prices for their people, to lower prices that are shockingly rising due to deliberate Russian actions.”

The United States has warned Australia against joining a landmark treaty banning nuclear weapons, saying the agreement could hamper defence arrangements between the US and its allies.

But New Zealand said it was “pleased to observe a positive shift” in Australia’s position in a United Nations vote and “would, of course, welcome any new ratifications as an important step to achieving a nuclear weapon-free world”.

The US, Britain, France, Albania, Ireland and Norway requested that the Security Council meet on Friday after North Korea, formally known as the DPRK, fired multiple missiles, including a possible failed intercontinental ballistic missile.

UN nuclear inspectors shut down Russian ‘dirty bomb’ claim against Ukraine

Volodymyr Zelenskiy says findings are ‘clear and irrefutable’ after IAEA finds no evidence of undeclared nuclear activities and materials

The UN nuclear watchdog has confirmed it found no sign of undeclared nuclear activity after inspecting three sites at Ukraine’s request in response to Russian allegations that work was being done on a “dirty bomb”.

Moscow has accused Ukraine of planning to use such a bomb – a conventional explosive device laced with radioactive material – and said institutes linked to the nuclear industry were involved in preparations, without presenting evidence. Ukraine’s government denies the accusation.

Blinken also discussed with his Chinese counterpart on the need to maintain open lines of communication and responsibly manage US-China relations, the US department of state said in a statement.

Across Sharm el-Sheikh, a slim strip of manicured resorts, asphalt and concrete near the southern tip of the Sinai peninsula, teams of workers are putting the finishing touches to preparations for the UN’s Cop27 climate conference.

Sparkling new buses are ready to drive down the enlarged highways that cut across desert landscape, flanked by smooth shiny new walkways adorned with angular sculptural arches. A field of glittering solar panels run by a company with ties to the Egyptian military will be online in time for the conference, as well as a new shopping mall.

Russia’s Black Sea flagship vessel, the Admiral Makarov, was damaged and possibly disabled during an audacious Ukrainian drone attack over the weekend on the Crimean port of Sevastopol, according to an examination of video footage.

Open-source investigators said the frigate was one of three Russian ships to have been hit on Saturday. A swarm of drones – some flying in the air, others skimming rapidly along the water – struck Russia’s navy at 4.20 am. Video from one of the sea drones shows the unmanned vehicle weaving between enemy boats.

Russia suspends Ukraine grain deal after attack on Sevastopol naval base

Russia has said it will pull out of a UN-brokered grain export deal after a dramatic attack by Ukrainian airborne and underwater drones on its Black Sea naval base of Sevastopol in the early hours of Saturday morning.

Social media showed footage of explosions both near and in the Crimean harbour, and Russia’s defence ministry said there had been an attack by “nine unmanned aerial vehicles and seven autonomous sea drones” that began at 4.20am.

Australia has dropped its opposition to a landmark treaty banning nuclear weapons in a vote at the United Nations in New York on Saturday.

While Australia was yet to actually join the Treaty on the Prohibition of Nuclear Weapons, the shift in its voting position to “abstain” after five years of “no” is seen by campaigners as a sign of progress given the former Coalition government repeatedly sided with the United States against it.
