Pupils in England should be taught what the law is on biological sex and gender reassignment, but schools must be “careful not to endorse any particular view or teach it as fact”, according to new government guidance.

The updated relationships, sex and health education (RSHE) guidance, published on Tuesday, says schools “should not teach as fact that all people have a gender identity” and must avoid any suggestion that social transitioning offers a “simple solution” to feelings of distress or discomfort.

Secondary school pupils in England are to be taught about “incel” culture and the links between pornography and misogyny as part of long-awaited statutory government guidance due to be published on Tuesday.

It will include a new focus on positive role models for boys and challenge “myths about women and relationships that are spread online in the ‘manosphere’”, but will warn schools against “stigmatising boys for being boys”.

Children in British schools are using artificial intelligence (AI) to make indecent images of other children, a group of experts on child abuse and technology has warned.

They said that a number of schools were reporting for the first time that pupils were using AI-generating technology to create images of children that legally constituted child sexual abuse material.

Gillian Keegan has written to schools in England ordering them to make the materials used in children’s sex education available to be seen by parents, warning headteachers there can be “no ifs, no buts, no more excuses”.

It is the second letter the education secretary has sent to schools on the issue, which has been seized upon by some backbench Conservative MPs amid claims that children are being exposed to inappropriate material during relationships, sex and health education (RSHE) at school.

Thomas discovered pornography in the traditional way: at school. He remembers classmates talking about it in the playground and showing each other videos on their phones during sleepovers. He was 13 and thought it was “a laugh”. Then he began watching pornography alone on his tablet in his room. What started as occasional use, at the beginning of puberty, became a daily habit.

Thomas (not his real name), who is in his early 20s, lived with one of his parents, who he says did not care what he was doing online. “At the time, it felt normal, but looking back I can see that it got out of hand quite quickly,” Thomas says. When he got a girlfriend at 16, he started having sex and watched less pornography. But the addiction was just waiting to resurface, he says.

With all the fanfare Covid would allow, the global education summit opened in London this week. Ahead of the meeting, the minister for European neighbourhood and the Americas was on rousing form. “Educating girls is a gamechanger,” Wendy Morton said, going on to describe what a plan would look like to do just that.

The UK, co-hosting the summit with Kenya’s president, Uhuru Kenyatta, plans to raise funds for the Global Partnership for Education, from governments and donors. The UK government has promised £430m over the next five years.

The Western Isles has been hit by a fresh row over the influence of churches on public policy after councillors voted to endorse a Catholic manual on teaching sex education and relationships in schools.

A large majority of councillors on Comhairle nan Eilean Siar (CnES) backed a motion “commending” Roman Catholic teaching materials, which uphold an orthodox Catholic stance against sexual intercourse outside heterosexual marriage.
