The media billionaire Richard Desmond will begin a bitter courtroom battle with the Gambling Commission this week that could cost taxpayers hundreds of millions of pounds in a row over the licence to run the National Lottery.

Northern & Shell and The New Lottery Company (TNLC), owned by Desmond, are suing the gambling regulator for up to £1.3bn, alleging “manifest errors” in the labyrinthine competition process for Britain’s largest public sector contract, the lottery licence.

The new year will ring in brightly for a lucky Mega Millions winner in California: after three months of the top lottery prize rolling over, a ticket worth $1.22bn matched all six numbers in Friday night’s drawing, according to the lottery’s website.

The winning ticket was sold at the Circle K in Cottonwood, a rural town of about 6,000 people roughly 145 miles (233km) north of Sacramento just off Interstate 5 in Shasta county. The winning numbers, including the Mega, were 3, 7, 37, 49, 55 and 6.

The billionaire owner of Allwyn, the company that runs the national lottery, will sever his last remaining ties with Russia’s state-owned energy company Gazprom by the end of June, more than two years after winning the UK’s largest public sector contract.

The Czech tycoon Karel Komárek, who owns Allwyn via his Switzerland-based holding company KKCG, has faced scrutiny over his links to Russia since wresting control of the 10-year licence to operate the lottery from Camelot in 2022.

Russia’s two largest lenders, VTB and Sberbank, were part of a syndicate that agreed to lend up to €640m (£545m) to Allwyn in 2020, two years before the pan-European gaming specialist was named the “preferred bidder” for the £6.5bn lottery contract.

The charity GamCare said that while this was likely to exacerbate financial stresses, research found four in 10 (42%) problem gamblers believed that gambling would improve their financial situation in the next year compared with just 7% of UK adults.
