The Everton Football Club owner, Farhad Moshiri, received more than £400m from Alisher Usmanov companies in the run-up to the Russian billionaire being placed under sanctions, documents suggest, raising fresh questions about the financial ties between the two men.

Records seen by the Guardian appear to show that Moshiri borrowed £145m from a company wholly owned by the Russian-Uzbek tycoon from about 2020.

The Treasury’s sanctions police have been reviewing the finances of the Everton Football Club owner, Farhad Moshiri, the Guardian understands.

Moshiri appears to have become a person of interest to the Office of Financial Sanctions Implementation (OFSI) because of his links to Alisher Usmanov, the Russian-Uzbek billionaire who was sanctioned by the UK, the EU and the US after last year’s invasion of Ukraine.

The UK government has imposed sanctions on the “financial fixers” who have allegedly helped the Russian oligarchs Roman Abramovich and Alisher Usmanov hide their assets.

The sanctions, announced by the Foreign Office on Wednesday, are targeted at what officials describe as “oligarch enablers”, whom they accuse of knowingly assisting the billionaire businessmen to shield their wealth.

Usmanov’s sister, Saodat Narzieva, was among a number of relatives of Russian officials and oligarchs added to the list in April.

German authorities have reportedly seized the $600m superyacht belonging to Russian billionaire Alisher Usmanov in a Hamburg shipyard.

Usmanov was on a list of billionaires to face sanctions from the European Union in response to Russia’s 24 February invasion of Ukraine. It came as the French finance minister, Bruno Le Maire, said it had seized a yacht linked to Rosneft boss Igor Sechin in the Mediterranean port of La Ciotat.
