The document sets out the government-approved “strategic messages” to be used in response to media requests about the issues, which range from the UAE’s increasing production of oil and gas to people trafficking.

£19.3bn of fossil fuels imported by UK from authoritarian states in year since Ukraine war

UK fossil fuel imports from authoritarian petrostates surged to £19.3bn in the year following Russia’s invasion of Ukraine, it can be revealed.

Efforts to end the purchasing of oil and gas from Russia appear to have resulted in a surge in imports from other authoritarian regimes, including Algeria, Bahrain, Kuwait, Libya, Qatar, Saudi Arabia and the United Arab Emirates (UAE), according to data from the Office for National Statistics analysed by DeSmog.

Bashar al-Assad will take his seat in Jeddah in a move engineered by Saudi Arabia and the United Arab Emirates that has already led to objections in Washington and London, which say the Syrian leader has shown no contrition for the millions who have been killed and displaced by his forces since pro-democracy protests started in 2011 and no willingness to change his brutal behaviour. The UAE appears to have also deliberately challenged the west by formally inviting Assad to attend the UN Cop28 climate change conference in Dubai in November, which would be his first global summit since the beginning of war.

The United Arab Emirates, which is hosting this year’s UN climate summit, has the third biggest net zero-busting plans for oil and gas expansion in the world, the Guardian can reveal. Its plans are surpassed only by Saudi Arabia and Qatar.

The CEO of the UAE’s national oil company, Adnoc, has been controversially appointed president of the UN’s Cop28 summit in December, which is seen as crucial with time running out to end the climate crisis. But Sultan Al Jaber is overseeing expansion to produce oil and gas equivalent to 7.5bn barrels of oil, according to new data, 90% of which would have to remain in the ground to meet the net zero scenario set out by the International Energy Agency.

“The UAE has always made progress by getting ahead of the future,” said Sultan Al Jaber, who will oversee the Cop28 conference beginning this November, at an international meeting in Dubai on Tuesday. “We believe that gamechanging solutions can be achieved if the collective political will is there. It certainly is from the UAE. We in the UAE are not shying away from the energy transition. We are running towards it.”

The Indian billionaire Gautam Adani has fallen off the list of the world’s top 10 richest people as the value of shares in his companies continue to slide after an activist investor accused him of “pulling the largest con in corporate history”.

Before the accusations published last week on Twitter, Adani, 60, was the world’s third-richest person with an estimated $119.5bn (£97bn) fortune. He has fallen to 11th place in the daily-updated Bloomberg billionaires index after a personal wealth wipeout of $34bn in just four days of trading since the accusations were published.

Shares in Adani’s companies continued to slide on Tuesday despite a $400m investment from an Abu Dhabi investment fund linked to the country’s royal family.
