Just ask anyone paying taxes in Hartford, Conn., where a $71 million ballpark for the Hartford Yard Goats - a Double-A affiliate of the Colorado Rockies roughly 1,900 miles away in Denver - is plagued with delays and cost overruns. It's been under construction for two years, has yet to see an inning of meaningful baseball played on its field and is now being scrutinized by the Federal Bureau of Investigation to determine just how much public money has been dumped into it .
