Three former racing regulators – Steve Barham, of Oregon; Bennett Liebman, of New York; and Allan Monat, of Illinois – will comprise the independent panel the Association of Racing Commissioners International has formed to certify compliance with key integrity standards each year. Judy Wagner, ARCI chair, made the appointments this week, noting that each of the appointees is independent of any racing interest or regulatory agency.
