Flood waters continued to rise across Brisbane, south-east Queensland and other parts of the state on Sunday night as a “rain bomb” dumped significant volumes of water into the city and put more than 1,000 homes at risk.
In some parts of Brisbane, flooding and damage has already been more severe than the 2011 floods, which killed 33 people and caused widespread damage.

You are now facing, as we know, Monique Ryan in the seat of Kooyong. She’s a Royal Children’s hospital doctor. You’ve labelled people like she, an independent, as a front for Labor and the Greens. What evidence do you have for that?
Well, at the last election, I had an independent who said they were gonna vote for Labor. That’s a pretty clear indication. We’ve also seen plenty of cases where they’ve just mirrored the policies of our political opponents.
But what evidence do we have at this time?
This is a rinse-and-repeat, Michael. What we’ve seen, we’ve seen obviously a lot of funding going into these independents around the rest of the country, and it’s a democracy, so people can put their hand up.
Just on Omicron, you might have caught up with the news just in the last hour or so, Boris Johnson, the UK prime minister, made an address to the nation there. He’s declared a tidal wave of Omicron case is about to hit the UK.
He’s declared it a public health emergency, and has declared that all British adults over the age of 16 can get a booster shot by the end of the year. Taking that into account, are we being a bit too sanguine about Omicron here in Australia?
We saw the medical advice, and that saw a pause for two weeks of the reopening of the border to international students and to skilled workers.
That was a precautionary measure. But we will continue to listen and follow the health advice, and it has served us well to date.
Annastacia Palaszczuk says she would have no qualms calling off Sunday's NRL grand final after the state recorded two new locally acquired cases of Covid-19. Worksafe has just issued a statement about charges against the Victorian health department over its hotel quarantine system.
WorkSafe alleges that the Department of Health breached OHS laws by failing to appoint people with infection prevention and control (IPC) expertise to be stationed at hotels it was utilising for the program.
It alleges the department failed to provide security guards with face-to-face infection prevention control training by a person with expertise in IPC prior to them commencing work, and either failed, or initially failed, to provide written instruction for the use of PPE.

Australia’s vaccine program has received a boost, with a doubling of the number of Pfizer vaccines flowing into the country, after a “dose swap” deal was secured with the UK.
The prime minister, Scott Morrison, says the deal will “break the back” of the September supply issues, with his UK counterpart, Boris Johnson, agreeing to send 4m Pfizer doses to Australia, which will be distributed to the states and territories on a per capita basis.
The ACT has recorded 18 new cases today, with 13 linked to previous cases and 5 under investigation.
Only 3 of the cases were in quarantine for their full infectious period.
So contact tracing feels like the theme of todays NSW press conference, with the premier saying the system will move to a “self-monitoring” system.
The premier was asked about the long delays that some had seen in getting responses from health authorities, and Berejiklian said NSW Health had moved to a text message system to ease some of the strain:
Without giving away anybody’s private circumstances, some people who are very sick aren’t getting a test until right at the last minute,” the Premier said, adding “the job of our contact tracers is made easier if people get tested as soon as they think they may have been exposed.
But I want to make sure every citizen knows we will account for every type of circumstance. We don’t want anyone to feel excluded, quite the opposite. Our plans are based on inclusiveness to make sure everyone feel safe and part of the system. Of course we will also make adjustments for people who may not have access to technology in the way that others do.
Obviously there will be a transition.
We have already started transitioning as Doctor Chant and Dr Gale have spoken about, we are advising people by text message to make sure they get the message as soon as possible if they test positive so we are using technology in an efficient way to make sure people get the message as quickly as possible.
The new drive-through vaccination clinic will have capacity to administer 10,000 vaccines per week. That’s a conservative number, Bromley says, and may be limited by Pfizer supply.
She urges people to book ahead before turning up at the drive-through clinic.
To start it will be 10 cars at a time. Obviously this week all the processes will be reviewed and they’ll make it as big and as fast as efficient as possible. But we’ll start with 10 cars coming through.
Bromley says the rest of the state-run clinics will soon be allowed to deliver the AstraZeneca vaccine to under 40s. Only nine will be used initially, to test demand and the informed consent process.
So we’ll just do that initially, open up the nine hubs and the reason for that is, A, we want to see what the demand is. We want to know that we’re going to be able to manage that and we want to make sure that the process, because there is an additional process, as Brett sort of talked through, for these individuals coming through, they will go through a slightly more rigorous consent process. We want to make sure we got the systems and the workforce all set up perfectly so it’s running smoothly and so it doesn’t impact on the overall efficiency of the system.

Circling back on that story involving the NRL penalties handed out to St George Illawarra players for attending a party in breach of Covid-19 restrictions.
Sure, there’s enormous fines of $305,000 total for the 13 players. But the suspensions are also fairly significant, ranging from eight matches, handed down to Paul Vaughan, who hosted the party, to one match for some of the attendees.
The NRL alleges that player Paul Vaughan invited players to a gathering at his home on Saturday 3 July which was attended by 12 teammates, in breach of NSW Public Health Orders and the Game’s biosecurity protocols. It’s alleged a number of players hid or fled the residence when NSW Police attended the home after complaints from neighbours.
It’s also alleged that a number of players gave or were involved in giving misleading information about the event during the NRL’s investigation into the breaches and that some of the players conspired to withhold key information from the NRL. The notices allege that all players involved knowingly breached the game’s biosecurity rules by attending the premeditated gathering. They were made aware of the game’s Biosecurity Protocols by the club and admit they knew they were breaching the game’s rules.

Ahead of the daily health press conference in Victoria, premier Daniel Andrews has said he is “determined” to avoid another lockdown in the state, and part of that will be arguing in national cabinet on Friday for a reduction in the number of people able to return through hotel quarantine.
He repeated that it was better to lock out a small number of people than lock down whole cities or states, particularly while Victoria will not have a dedicated quarantine facility up and running in Mickleham until January.

Safety is always a concern – they are risk averse, they need to be. But everyone’s individual circumstances are different, and many people come to this question of ‘should I, shouldn’t I’ when, what vaccine with pre-existing conditions, with all sorts of other issues. So the best thing to do is not to be getting your epidemiological or your vaccination advice from politicians.
Talk to your GP, that’s what I would ask Victorians to do.

What police will be doing is matching our taskings to those areas and places of concern on the health website, but in particular today I want to send a very clear message that we will double our efforts in terms of visibility and compliance in south-western Sydney, in particular, around that Auburn, Bankstown area, in those shopping areas, the central business areas, and also back to the eastern suburbs as well. The message is quite clear – police continue to be visible in the community, on public transport. We are stopping and proposing many people and, again, it is just disappointing that infringements continue to be issued.
The health department secretary, Brendan Murphy, has made opening remarks at the Covid-19 Senate inquiry. Murphy said Australia is “still in a very good place” even as comparable countries are battling fresh outbreaks and a fourth wave of the novel coronavirus.
He said:
“We are in a very fortunate place, even though we have border measures in place we are basically living a normal life – we have full football stadiums, restaurants, things are back to normal.”

The Northern Territory has revoked its categorisation of New South Wales region Illawarra as a coronavirus hotspot.
Health minister Natasha Fyles made the announcement this afternoon following an emergency cabinet meeting, saying the decision was made because there were no cases from the northern beaches there.
This is based on the evidence that they’ve had no cases from the northern beaches coronavirus cluster. I know people are anxiously awaiting other local government areas, but the advice from our chief health officer Hugh Heggie ... is that it is safe to remove that hotspot declaration for the Illawarra Shire local government area. The others will remain in place.
Victoria is reminding people from greater Sydney, the Central Coast or the northern beaches to not attempt to enter Victoria, just in case you might have forgotten.

Police have charged four men with unlawfully lighting fires on K’gari/Fraser Island that started the blazes which scorched more than half of the World heritage-listed tourism drawcard.
Queensland Police and and Queensland Parks and Wildlife Service carried out a joint investigation and detectives yesterday charged the four men in their 20s who are all from the Warwick area, 130 kilometres southeast of Brisbane.
Berejiklian says she is frustrated with other premiers who are closing borders to the whole of NSW.
“There are parts of New South Wales completely unaffected by this current outbreak and yet everybody in New South Wales is suffering because other state leaders made decisions,” she says.

When asked why he isn’t implementing a hard border with NSW, Mcgown says it’s because the outbreak is not as “spread out” as the Adelaide outbreak, when the state did implement a hard border.
“It’s based upon the number of cases and the spread of the cases. So if the cases are out from their existing location to other parts of Sydney or New South Wales, if the numbers grow as they have, or even more, then there may well be a requirement to go to a harder border arrangement.”
WA health minister Roger Cook has announced one additional case in the state overnight, which takes total cases to 844.
In relation to the clinics, he says all travellers who have arrived in WA from NSW between 11 and 17 December are required to immediately self-quarantine and be tested at a Covid clinic. They will have to remain in quarantine until they receive a negative result.
