The New South Wales government has set a target of zero extinctions of native wildlife in the state’s national parks estate, the first time an Australian government has set the goal.

The environment minister, Matt Kean, said the target, which will apply to all parklands in NSW, was a response to the continued decline of threatened plants and animals and Australia’s status as the country with the highest rate of mammal extinctions.

Anthony Albanese had a chat to Triple M Newcastle where he continued to hone Labor’s national plan message when it comes to the premiers:

Well, they all signed up for the national plan. The national plan, of course, provides for various protections to be continued to be available at 70% and 80%. No one wants restrictions. Restrictions affect people’s way of life and their capacity to get around and it hurts the economy. But to be fair to Queensland at the moment, South Australia also, I noticed Scott Morrison never talks about the Liberal states, South Australia and Tasmania and Queensland and Western Australia all have their borders closed to New South Wales, Victoria and the ACT at the moment. That’s a decision that is perfectly understandable. WA is getting the Grand Final in the AFL. Brisbane will get the Grand Final in the Rugby League. And it’s tough times, but these decisions have been made to keep their citizens safe.

If you are thinking that the Victorian numbers are usually out by now, you would be right.

There is a delay this morning (we usually get them around 8.30am) but in the past, when there has been more complicated data to reconcile, it has taken a little longer.

My question as to the prime minister. Most economists expect the economic growth to slow in the June quarter and it is now going backwards in the September quarter. Why does the prime minister not take responsibility for the fact that Australia’s economic recovery was always hostage to his failures on vaccines and quarantine?

Australia is one of the few countries in the world that after the Covid-19 recession of last year saw our economy grow back to a level higher than it was before the pandemic started, and that is before Delta hit, and saw 1 million people, a million people get back into work.

That was the product of economic policies that not only provided significant, in fact unprecedented economic support, both to individuals who had lost hours and had been stood down, through jobkeeper but also through ... the many other measures that supported businesses to see their way through at a time. Particularly last year at the outset of Covid when the uncertainty was at such a level that it was like looking into an economic abyss. And so the certainty that was provided by the government that stepped in with the single largest economic intervention in Australia’s history. Gave businesses, gave families, gave individual employees the confidence to be able to get up the next day and see it through, and do it again, day after day, month after month.

Sydney radio station 2GB is reporting a staff member from the Royal Prince Alfred Hospital in Syndey has tested positive to Covid-19 and may have been infectious while working.

A staff member at RPA Hospital in Sydney has tested positive to COVID-19. The worker was fully vaccinated but potentially infectious while working on August 10, 11, 12 + 13 in the nuclear medicine department. There has been no transmission to other staff or patients to date.

Australia secures 1m Pfizer vaccine doses from Poland, with half earmarked for Sydney Covid hotspots

One million additional doses of the Pfizer vaccine are on the way to Australia, after the Polish government answered the Morrison government’s international pleas for help and as New South Wales authorities struggle to contain the state’s Covid outbreak.

A total of 530,000 of the new doses, due to arrive in Australia late on Sunday, have been quarantined for use in NSW for 20-to-39-year-olds living in the 12 hotspot Sydney local government areas.

Australia Covid live news update: NSW records fifth death from Sydney outbreak amid 98 new cases; Victoria extends lockdown after 13 new cases

NSW reports 98 new local cases, with 24 patients now in intensive care, and says vaccinating children will be a ‘key’ part of rollout; Victorian coronavirus outbreak hits construction; 1m Pfizer vaccine doses arrive in Australia. Follow updates live

We are waiting on an update from South Australia now, but in the meantime, the Melbourne Symphony Orchestra has released an ad campaign to encourage people to get vaccinated. It features artists such as Tim Minchin, Rhonda Burchmore and performers from the Australian Ballet.

NSW Health has confirmed that the woman found dead in Green Valley was a confirmed Covid-19 case.

It said in a statement:

NSW Health today sadly reports the death of a woman in her 50s who was a confirmed Covid-19 case. She was a resident of south-western Sydney and a close contact of a Covid case.

This is the 61st death in NSW related to Covid-19 and the fifth of the current outbreak.

Australia Covid live update: Victoria records 16 new local cases; NSW tightens restrictions on south-west Sydney

Residents of Fairfield, Canterbury-Bankstown and Liverpool local government areas barred from leaving for work as NSW tries to control spread of Delta variant. Follow the latest developments live

The NSW branches of the Transport Workers’ Union and the Australian Road Transport Industrial Organisation are welcoming an exemption for their workers in the three local government areas where only health and emergency workers are allowed to leave.

The groups say updated advice now includes a list of “authorised workers” permitted to go to work, “which includes freight, logistics, courier and delivery workers, bus drivers, waste workers and airport workers”.

The exemption will come as a relief to the more than 20,000 transport workers in south-west Sydney who yesterday believed they would not be able to go to work. We commend the NSW government for responding quickly to our calls for an exemption, however the advice to workers and operators is still far too sluggish.

Deputy prime minister Barnaby Joyce is asked about far-right media figure Katie Hopkins flying into Australia and going into hotel quarantine (maybe to appear on the local reality TV show Big Brother, as is the speculation).

I’m the one who wanted to send home Johnny Depp’s dog, so I have no problem sending home someone who wants to flout our laws. If you want to do that, pack your bongo and get out of country!

Victoria is entering a five-day lockdown in an effort to contain two growing Covid clusters connected to the larger Sydney outbreak.

Victoria’s fifth lockdown starting on Friday will cover the entire state until 11.59pm on Tuesday 20 July. It was announced by the premier, Daniel Andrews, after four people who were in the MCG members’ stand at a Geelong-Carlton AFL game on the weekend at the same time as a positive case tested positive.

Victorian government to decriminalise sex work after review hears of exploitation

Regulating the sex industry via standard business laws will help make sex workers safer and reduce stigma, minister says

The Victorian government will move to decriminalise sex work and regulate the sex industry “through standard business industry laws” following a review that heard the current system left many unprotected.

The review was conducted by the Reason party leader, Fiona Patten, in 2020 and is currently before the state government. The government is expected to release the report and table proposed legislation by the end of the year.

Here’s a brief summary of the key things Scott Morrison announced:

Another decision out of national cabinet is an agreement to make it mandatory for all quarantine workers, including those working in transport, to be vaccinated. However, this will be the responsibility of the states and territories, not the commonwealth.

This announcement follows the case of a Sydney limousine driver transporting international air crews contracting Covid-19 while being unvaccinated, NSW police admitting this breached no public health orders.

We don’t things just to annoy the Greens, although I think the Greens annoy the hell out of everybody.

I mean I’ve yet have yet to ever see them, condemn the Extinction Rebellion protests, I’m yet to ever see them exalt what our farmers do.

Khorshid is asked about the Victorian government’s response to the pandemic, and in particular the current lockdown.

He says:

The AMA has been supportive of the actions of the Victorian government. I think the public expects to be kept safe and this is what is necessary to be kept safe when we’re in an evolving situation. As information comes in, things become clearer, decisions become easier to make. I think the best thing for us all to do is support the advice that’s been given by the chief health officers around the country.

My colleague Paul Karp asked Omar Khorshid about the AMA’s concerns about the recent proposed changes to Medicare rebates.

He asked if the AMA’s concerns have been addressed and what he made of Labor’s warnings of a government assault on Medicare. Are we likely to see another “Mediscare campaign”?

I certainly hope we’re not going see a Mediscare campaign. The sad reality of Medicare is successive governments over the entire life of Medicare have failed to index it properly, and have therefore effectively cut Medicare for 30 years. This review that the AMA has supported was designed to modernise the MBS, and it has taken five years to do, we have a few quibbles and issues with how it was done, but at the end of the day the AMA is supportive of the review process and of most of the outcomes.

Both new coronavirus cases are linked to current outbreaks

It’s been a bit of a heavy morning so far, so here is some dinosaur news from the Guardian’s amazing new science reporter Donna Lu:

A new species of dinosaur discovered in south-west Queensland has been officially recognised as the largest ever found in Australia and among the biggest in the world.

The Australotitan cooperensis, a plant-eating dinosaur of the family known as titanosaurs, likely lived between 92m and 96m years ago, during the Cretaceous period.

Less than 3% of Australians over 16 have been fully vaccinated against coronavirus but health chiefs are tipping numbers will soar in coming weeks.

The sluggish national rollout of jabs continues to spark concern with Melbourne in the grips of another lockdown-inducing outbreak, reports Matt Coughlan from AAP.

There are multiple strains and we will continue to see Covid adapt and mutate – that’s what these viruses do.

We’re likely to see other strains emerging. The sooner we can get the world vaccinated, the less likely it is that it can mutate.

Professor Allen Cheng is asked whether Victoria is just unlucky,or whether there are other factors that mean outbreaks spread further than in other states and says:

I think it is really difficult to know. We thankfully don’t have a huge sample size to say what might be different or not. I think there’s always an element of luck in this.

As I said before, if you have a person in the community with infection, it depends very much on who they are. And we certainly that it is 80% of people with COVID don’t transmit to anyone. 20% of them transmit at least to someone at a very small number transmit to a lot of people. So there is an element of luck to it.

Victoria enters seven-day Covid lockdown with masks mandatory, schools closed and travel banned

Officials say a week-long lockdown is needed because the coronavirus variant is spreading faster than contact tracers can keep up with

Victoria is entering a seven-day lockdown as authorities work to contain a rapidly spreading Covid outbreak that the acting premier has warned is “running faster than we have ever recorded”.

The government hopes the restrictions – which start at midnight and include compulsory masks, school closures and a 5km travel limit for shopping and exercise – will act as a circuit-breaker after the state reported 11 new cases of the B1617.1 variant on Thursday taking the cluster to 26.
