Israel’s defence and finance ministers announced plans for three illegal settlements in Gaza and more than $400m (£300m) in funding to expand construction in the occupied West Bank, as Israel’s military commander for the region celebrated violent outposts as his “security partners”.

With national elections scheduled for 27 October, Benjamin Netanyahu’s far-right coalition is racing to expand control of land in occupied Palestine and drive out Palestinians before its mandate expires.

The Gaza recovery plan being pursued by Donald Trump’s Board of Peace (BoP) has shrunk dramatically from an ambitious blueprint for the reconstruction of the whole territory to a small pilot project in the south of the strip.

Even the envisaged pilot scheme – involving a temporary camp for a tiny fraction of Gaza’s 2 million displaced people, with a Palestinian administration, police and a small international security force – is not expected to take shape before the end of the year.

EU foreign ministers meeting in Brussels on Monday will discuss a possible ban on imports from the settlements, against an ongoing humanitarian crisis in Gaza, where a UN inquiry found Israel to be committing a genocide, and surging state-backed violence in the occupied West Bank, which has killed at least 235 children.

More than 100 UK lawmakers have called for the cancellation of an Israeli real estate event scheduled to take place in London on Sunday, which had appeared to advertise the sale of land in Israeli settlements in the occupied West Bank.

In a letter sent to the foreign secretary on Friday, 101 parliamentarians and members of the House of Lords, warned the event was “firmly embedded in Israel’s project of colonial expansion by facilitating the sale of land that has been stolen from Palestinians” and called on the government to take “all necessary steps” to stop the event from going ahead in the capital.

Palestinian and Israeli civil society groups meeting in Paris on Friday have urged G7 leaders to act at their summit in the French spa town of Évian-les-Bains next week to save the narrowing chances of a two-state solution.

The groups called for specific action on enforcing a ceasefire, disarming Hamas and starting reconstruction in Gaza, and said the various peace processes including the Board of Peace initiative should be integrated into one programme.

Footage has emerged that appears to contradict the Israeli military’s account of the shooting that killed seven-month-old Sam Abu Haikal in his mother’s arms, showing the family’s car slowing near a military post before soldiers opened fire.

On Friday, the killing of the infant by Israeli troops in the occupied West Bank caused outrage, after soldiers opened fire on the family’s vehicle despite it having complied with an order to stop. Sam was killed and his mother, Daniyah Abu Haikal, and father, Fahed Abu Haikal, were both injured.

Thirty-two charities in England and Wales have donated at least £28m to Israeli settlements that are illegal under international law, an MP has said.

Labour’s Melanie Ward said that if gift aid were claimed against the donations in the usual way, it would mean taxpayers had subsidised illegal settlements to the tune of £5.6m, a situation she described as deplorable. The foreign secretary, Yvette Cooper, announced on Tuesday that the Charity Commission has been tasked with investigating UK charities’ links to settlements.

Israeli troops killed a seven-month-old Palestinian baby in the occupied West Bank and injured his parents after opening fire on the family’s car, despite it having complied with an order to stop.

Soldiers opened fire on Friday on a car carrying the infant and his parents in the Tel Rumeida area of Hebron. The seven-month-old, Sam Fahd Abu Haikal, was critically injured, evacuated in critical condition to a hospital, where he later died.

Two Palestinians, including a 14-year-old schoolboy, have been killed in the occupied West Bank after Israeli settlers opened fire near a school amid mounting assaults on education in the territory, witnesses and local officials have said.

The Palestinian health ministry said Aws al-Naasan, 14, and Jihad Abu Naim, 32, were killed in the attack on the village of al-Mughayyir, in which three others were wounded. The head of the local council told Reuters that Israeli settlers had entered the village and opened fire near a school – first at students, and later at others who arrived at the scene. Witnesses said settlers were later followed by Israeli soldiers.
