The men arrived at the Albanian port of Shëngjin aboard a military vessel on Friday after being rescued in international waters while trying to make their way to Europe.

The first people to be intercepted at sea by the Italian navy under a controversial migration deal with Albania are on their way to the Balkan nation to have their asylum claims processed.

As part of the pact signed off by Italy’s far-right prime minister, Giorgia Meloni, a navy ship set off on Monday and is due to arrive at the port of Schëngjin on Wednesday morning. The interior ministry confirmed on Monday night that 16 men – – 10 Bangladeshis and six Egyptians – who it said had arrived from Libya and were rescued on Sunday in international waters by the Italian coastguard were on board.

Fears agreement will set dangerous EU precedent with up to 3,000 men a month held during asylum processing

Italy has formally opened two centres in Albania where it plans to hold men who are intercepted in international waters while trying to cross from Africa to Europe.

The Italian ambassador to Albania, Fabrizio Bucci, said the centres were ready to accommodate people while their asylum applications were processed, but could not say when the first ones would arrive. “As of today, the two centres are ready and operational,” Bucci told journalists at the port of Shëngjin on Albania’s Adriatic coast where the people picked up will land.

A restaurant dedicated to Giorgia Meloni has opened in the vicinity of a camp in Albania where the asylum claims of people who seek to enter the EU by sea will be processed as part of a controversial pact promoted by the Italian far-right prime minister.

Trattoria Meloni, a seafood restaurant in the northern port of Shëngjin, was opened by Gjergj Luca, a restaurant owner who is close to the Albanian prime minister, Edi Rama.

More than 130 Afghan women have gathered in Albania at an All Afghan Women summit, in an attempt to develop a united voice representing the women and girls of Afghanistan in the fight against the ongoing assault on human rights by the Taliban.

Some women who attempted to reach the summit from inside Afghanistan were prevented from travelling, pulled off flights in Pakistan or stopped at borders. Other women have travelled from countries including Iran, Canada, the UK and the US where they are living as refugees.

Thousands of Albanians have gathered in Tirana to pay tribute to their country’s best-known novelist, Ismail Kadare, who died on Monday after a heart attack.

Flags flew at half-mast as the 88-year-old writer and poet’s coffin lay in state in the entrance hall of the Opera and Ballet theatre in Skanderbeg Square, surrounded by National Guard officers.

HM chief inspector of prisons also found that staff did not know about the vulnerabilities of detainees held in deportation centres before being removed to Tirana, and some were not being given privacy while using the lavatory.

A court in Albania is due to rule on whether a deal with Italy’s far-right government would violate the constitution by allowing Albanian territory to be used for reception centres for people seeking to enter the EU by sea.

The agreement, announced in November by the Italian prime minister, Giorgia Meloni, would result initially in the non-EU member state hosting about 3,000 people but ultimately processing up to 36,000 a year.

The man who was found dead on the Bibby Stockholm barge after it was suspected he had killed himself lay undiscovered for up to 12 hours, his former roommate has claimed.

Speaking publicly for the first time since Leonard Farruku, 27, an asylum seeker from Albania, was found dead in a shower room on the barge last month, Yusuf Deen Kargbo, 20, urged the Home Office to stop using it to accommodate those seeking refugee status.

The family of a man believed to have killed himself on the controversial Bibby Stockholm barge in Portland, Dorset, say they have had to turn to crowdfunding to bring him back to Albania for burial.

Leonard Farruku, 27, was found unresponsive onboard the vessel commissioned by the Home Office to accommodate up to 500 asylum seekers at Portland Port, Dorset, on 12 December.

Albania’s opposition has set off smoke bombs and started a small fire in the middle of parliament in a failed attempt to stop the chamber from voting on the 2024 budget.

MPs involved in the protest on Monday piled chairs in the centre of the chamber and red, green and purple smoke filled the air as security kept protesters back from the seat of the prime minister, Edi Rama.

Stricter measures to deal with a large number of migrants arriving in Germany have been agreed by the chancellor Olaf Scholz and state leaders, as NGOs criticised Italy’s plans to create centres in Albania to accommodate asylum seekers.

After a marathon session of talks in Berlin which went on into the early hours of Tuesday, Scholz said the measures would help speed up asylum procedures, restrict social benefits for migrants, and provide more federal funding for local communities.

Italy’s far-right government has announced plans to create centres in Albania to accommodate asylum seekers, the prime minister said on Monday, hailing it as a “historic” deal with Tirana to manage migration flows.

“I am pleased to announce with Albanian prime minister Edi Rama a memorandum of understanding between Italy and Albania concerning the management of migration flows,” said Giorgia Meloni. “Italy is Albania’s top trading partner. There is already close collaboration in the fight against illegality.”

Russia has been defeated in its attempt to regain a seat in the UN’s top human rights body by a significant majority at the general assembly, which voted last year to suspend Moscow after its invasion of Ukraine.

Albania is a “safe” country and people who flee from there to seek sanctuary in the UK should not routinely be granted asylum, according to a report published on Monday from a cross-party group of MPs.

The report from the home affairs select committee found little evidence to indicate significant numbers of Albanian nationals are at risk in their own country but accepted that some Albanians making asylum claims, mainly women, have been trafficked. It recommends that this group should be returned to Albania only if appropriate safeguards are in place.

Rishi Sunak tells MPs he will clear asylum backlog by end of 2023

PM says he has signed deal with Albania and will resume ‘hostile environment’ checks on bank accounts

Rishi Sunak has insisted he can clear a backlog of nearly 100,000 asylum claims by the end of next year as part of a set of policies that include resuming “hostile environment” checks on bank accounts suspended after the Windrush scandal.

The prime minister outlined a five-point plan in the Commons including law changes to criminalise and then remove tens of thousands of people who claim asylum after travelling to the UK by small boats, and a deal with Albania to aid removals to the Balkan state.

A small boats command, with an extra 700 staff from Border Force, the National Crime Agency and other agencies, to combat people smugglers and the surge in arrivals across the Channel.

An end to the use of hotels for more than 40,000 asylum seekers. They will be sent to disused former military bases, holiday camps and student accommodation.
