Millions of people in New York City and a large swath of the north-eastern US were stuck at home under road travel bans and blizzard warnings on Monday as heavy snow and strong winds intensified, creating whiteout conditions in the densely populated region.

Snow fell at a rate of 2-3in (5-7.6cm) an hour early on Monday from New York through Massachusetts. Some areas have received well over a foot (30cm) of snow since Sunday, along with wind gusts of over 30mph (48km/h) and low visibility.

Remains found buried in a wooded area behind an abandoned school are those of Kada Scott, a 23-year-old woman who had been missing for about two weeks, prosecutors in Philadelphia said on Monday.

Authorities said an anonymous tip led police back to the area they previously searched and they found the remains in a shallow grave. DNA tests confirmed her identity.

A medical transport jet carrying a child patient, her mother and four others including crew crashed into a north-east Philadelphia neighborhood on Friday evening, erupting in a fireball and setting several homes ablaze just 30 seconds after taking off.

“We cannot confirm any survivors,” said a statement from Jet Rescue Air Ambulance, which operated the Learjet 55. “Our immediate concern is for the patient’s family, our personnel, their families and other victims that may have been hurt on the ground.”

Potential Tropical Cyclone One – a slow churning system of low atmospheric pressure in the Gulf of Mexico – was badgering the Texas coast but had not fully developed, meteorologists said on Wednesday.

The US Environmental Protection Agency (EPA) announced $300m in new funding to clean up and redevelop 200 industrial sites across the country.

Speaking on Monday from what was once an oil station in south-west Philadelphia’s Kingsessing neighborhood, the EPA’s administrator, Michael Regan, said his agency would allocate $2m to transform the site – which officials say is contaminated with lead and semi-volatile organic compounds – into a waterfront bike trail and office buildings. “With this funding, Philadelphia will be able to work with this site and reconnect Kingsessing to the riverfront,” Regan said.

The suspect involved in the fatal shootings of three people outside a Philadelphia-area suburb on Saturday morning has been arrested and will face charges in Pennsylvania and New Jersey, authorities said on Sunday.

According to authorities, 26-year-old Andre Gordon was found near a house in Trenton, New Jersey, after carrying out two separate shootings. Police had surrounded the home for hours in the belief that he was there, but Gordon apparently slipped out before the police cordon went up. He was arrested at around 5 pm, unarmed, when he was spotted walking down a street a few blocks away, police said.

Police say eight Philadelphia high school students waiting to board a city bus after classes Wednesday were wounded by gunshots from suspects who jumped from a car and opened fire, the fourth shooting on the transit system in as many days.

The previous three shootings each involved a fatality. At least one student was critically wounded at the bus stop, a 16-year-old who was hit nine times, Kevin Bethel, the city’s police commissioner, said at a news conference. The others were in stable condition.
