As trio of spending bills advance, Congress still faces shutdown threat

The California Supreme Court ruled Wednesday that the city of San Francisco can move ahead with disciplinary proceeds against police officers who sent racist texts to each other in 2011 and 2012. Nine officers were put on paid leave in December 2015 after the texts, which included calling African Americans "monkeys" and promoting the killing of "half-breeds," surfaced publicly during a 2012 FBI investigation into misconduct in the department.
