Two million people in Myanmar’s Rakhine state could face starvation within months because fierce conflict and trade blockades have led to a “total economic collapse” and the imminent risk of famine, a senior UN official has warned.

Rakhine state, which borders Bangladesh in the west, is on the brink of disaster, as people’s incomes crater, rice cultivation plummets, and military-imposed trade restrictions lead to severe food shortages and hyperinflation, according to forthcoming research from the United Nations Development Programme (UNDP), which accuses the military of inflicting “collective punishment” on civilians.

North Korea’s UN envoy has said Pyongyang will accelerate a buildup of its nuclear weapons programme just days after it test-fired an intercontinental ballistic missile for the first time this year at a moment of rising tensions with the west.

Kim Song, North Korea’s ambassador to the UN, said during a security council meeting on Monday that Pyongyang would accelerate the programme to “counter any threat presented by hostile nuclear weapons states”.

Israel has formally informed the United Nations of its intention to sever ties entirely with the UN relief agency for Palestinian refugees in a move the country’s allies and aid workers warn will deepen the humanitarian crisis in the Middle East.

The Knesset passed two bills last week banning Unrwa from Israeli territory and prohibiting Israeli state contact with the agency on the basis of allegations that Hamas had infiltrated it.

The UK was one of three countries to vote against creating a UN scientific panel on the effects of nuclear war because, the Foreign Office argued, the “devastating consequences” of such a conflict are already well known without the need for a new study.

The UK, France and Russia were the only countries to vote on Friday night against a UN general assembly committee resolution drafted by Ireland and New Zealand to set up an international scientific inquiry to take a fresh look at the multifaceted impact of nuclear weapons use.

A polio vaccination centre and the car of a UN aid official involved in this weekend’s vaccination campaign came under fire despite a promised “humanitarian pause” in Israeli bombardment, the UN has said.

Catherine Russell, the executive director of the UN child support and protection agency, Unicef, said: “At least three children were reportedly injured by another attack in the proximity of a vaccination clinic in Sheikh Radwan while a polio vaccination campaign was under way.”

Acute food insecurity is expected to worsen in war-stricken Sudan and nearly two dozen other countries and territories in the next six months, largely as a result of conflict and violence, an analysis by the UN’s Food and Agriculture Organization and World Food Programme has found.

The latest edition of the twice-yearly Hunger Hotspots report, published on Thursday, provides early warnings on food crises and situations around the world where food insecurity is likely to worsen, with a focus on the most severe and deteriorating situations of acute hunger.

Israel’s parliament has voted to ban the UN relief and works agency (Unrwa) from the country within 90 days, in defiance of US and other international pressure to maintain the largest provider of humanitarian assistance to the country’s Palestinian population.

In a 92-10 vote late on Monday, the Knesset banned the agency, which operates in Israel according to a 1967 treaty, from conducting “any activity” or providing any service inside Israel, including the areas of annexed East Jerusalem, Gaza and the West Bank.

At least 72 people have been killed in Israeli operations across Gaza in the past day, hospital officials in the besieged territory have said, although communication difficulties in the north of the strip mean the final toll could be much higher.

In the central town of Khan Younis, 38 people, including at least 13 children from the same family, were killed in airstrikes early on Friday, hospital records showed. Relatives cradled their bruised and broken bodies in the morgue of the nearby European hospital before they were buried, in some cases several children to a shroud.
