Network Rail is to spend nearly £3bn to protect the railway from the effects of the climate crisis and extreme weather, as it warned that the country’s network was having to contend with hotter summers and increased winter floods.

As part of its new £45.4bn five-year investment plan, the body in charge of Great Britain’s rail network will spend £2.8bn over the next five years on activities and technology to help it cope with the impact of climate change.

London’s passenger watchdog has called for an investigation after thousand of people were trapped on trains on Thursday evening when power lines were damaged.

Passengers, who were given little information during the ordeal, were stuck for more than three hours on dark, cold trains – including on Elizabeth line trains, which have no toilets and rely on the overhead lines for power.

Hundreds of passengers have been stuck on cold, dark trains in west London for hours as travellers suffered significant delays due to damaged overhead electric cables.

All trains have been stopped between London Paddington and Reading, Network Rail Western confirmed. Great Western Railway said disruption was expected on the London Paddington to Reading line until the end of Thursday. The disruption also affects the Elizabeth line.

Rail passengers have been advised to plan ahead for Easter, with engineering works expected to close the west coast main line between some of Britain’s biggest cities.

No trains will run between London Euston and Milton Keynes throughout the four-day holiday weekend from Good Friday on 7 April, until Easter Monday, on 10 April, meaning replacement buses or alternative routes will be needed to travel between the capital and towns and cities including Birmingham, Manchester and Liverpool.

There is similar pessimism about the prospects for a deal to prevent later rail strikes from the other side of the table.

Asked if there is a glimmer of hope in the negotiations, Network Rail chief executive Andrew Haines earlier this morning told BBC Breakfast (via PA Media):

It’s hard to see that today. I’ve learned, you know, through a long career, that sometimes the light is just around the corner.

But where I stand today, I’d have to say that with the level of disruption the RMT are imposing, the way forward isn’t obvious.

Well, we hope not. We want to get a deal but at the moment, there is no deal in sight.

So we’ve got the schedule down at the moment, which is running for the next four weeks. We will review that at the end of that if there’s no settlement on the table and we’ll decide what our next steps are, but at the moment there is no settlement to be had.

A wave of 1970s-style economic unrest is threatening to spread from the railways across the public services, as unions representing teachers and NHS workers warn of potential industrial action over pay.

With the country preparing for rail strikes on Tuesday, Thursday and Saturday which will see half the network shut down, the biggest teaching union, the National Education Union (NEU), told the Observer that unless it receives a pay offer much closer to inflation by Wednesday, it will be informing education secretary Nadhim Zahawi of its plan to ballot its 450,000 members. The move could lead to strikes in schools in England in the autumn, the union said.
