Conservative party staff and activists are secretly operating a network of Facebook groups that have become a hotbed of racism, misinformation and support for criminal damage.

An investigation has identified 36 groups that appear to be separate grassroots movements opposing the expansion of ultra-low emission zone (Ulez) schemes to reduce air pollution. They do not say they were set up by the Conservatives as part of a coordinated political campaign.

More than 100 doctors and environmentalists in Brussels have called on their politicians to follow London and Paris and take measures to improve the choking air pollution in the Belgian capital.

According to IS Global research, Brussels is ranked as the eighth worst of more than 800 European cities for nitrogen dioxide, which damages the lungs and is one of the main byproducts of internal combustion engines. The capital of the European Union is also ranked 308th out of 858 cities for PM2.5, or fine particulates, which can travel deep into the respiratory tract.

Air pollution levels have improved in Europe over the past 20 years, research has found.

However, despite these improvements, most of the European population lives in areas exceeding the World Health Organization’s recommended levels. About 98% of Europeans live in areas the WHO says have unhealthy levels of small particles known as PM2.5, 80% for larger ones known as PM10, and 86% for nitrogen dioxide.

The names and addresses of thousands of EU drivers were unlawfully accessed by Italian police and shared with the company that collects Ulez penalties on behalf of Transport for London (TfL), investigators believe.

The Italian data protection authority is investigating claims by Belgium’s government that an unnamed police department misused official powers to pass the personal details of Belgian drivers to Euro Parking Collections, which is employed by TfL to issue fines to enforce London’s low emission zone (Lez) and ultra-low emission zone.

There was no immediate reaction on the incident from Downing Street or the Home Office, with No 10 saying it could not comment amid a police inquiry, but that it condemned “criminality more generally”.

The number of the most polluting vehicles driven in London has fallen by almost half since the capital’s ultra-low emission zone (Ulez) was expanded, taking almost 80,000 older cars off the roads.

About 77,000, or 45%, fewer non-compliant cars and vans were detected on average a day in September, the first month of operation of the expanded zone – compared with June 2023.

The warning follows the controversy that has surrounded London’s ultra low emission zone (Ulez) in which drivers are charged for their vehicles’ polluting impact. This month the mayor of London, Sadiq Khan, will expand the zone from inner London so it covers all boroughs in the city. The decision has provoked opposition from some drivers and was blamed by various Labour party figures for the Conservatives surprise byelection win in Uxbridge and South Ruislip last month.
