Fears rise that Polish libel trial could threaten future Holocaust research

Two Polish historians are facing a libel trial over a book examining Poles’ behaviour during the second world war, a case whose outcome is expected to determine the future of independent Holocaust research under Poland’s nationalist government.

A verdict is expected in Warsaw’s district court on 9 February in the case against Barbara Engelking, a historian with the Polish Centre for Holocaust Research in Warsaw, and Jan Grabowski, a professor of history at the University of Ottawa. While the case is a libel trial, it comes in the wake of a 2018 law that makes it a crime to falsely accuse the Polish nation of crimes committed by Nazi Germany. The law caused a major diplomatic spat with Israel.

In a village school near the beach, Koshala Dilrukshi teaches English to students from Uswetakeiyawa, a Sri Lankan fishing village. On most days, Dilrukshi says, some of the girls in her class will be missing. They go absent when they have their periods.

It’s not uncommon throughout Sri Lanka. More than half of the adolescents responding to a Unicef study in 2015 did not want or weren’t allowed to go to school during their periods, while 37% miss one or two school days each month. For most, fear of staining, pain and discomfort are the main reasons for not going to school.

History is likely to record that Britain’s teachers were better prepared for Covid-19 than government ministers. With cases rising in Europe, 14 schools in England had already closed their gates by the end of February 2020. When senior staff at Barham primary school began drawing up contingency plans on 26 February, they realised they needed to up their use of digital technology.

They decided to upload work daily to ClassDojo, a popular app they were already using to communicate with parents. The problem was some parents, many of whom do not speak English as a first language, didn’t have the app. When, three weeks later, it was announced that UK schools would close to most pupils with just two days’ notice, Barham’s staff, especially the Gujarati, Tamil and Hindi speakers, took to the playground, digital devices in hand, to help parents get connected.

In 2018-19 Manchester City FC had revenues of £535.2m. Manchester United had £627m. The University of Manchester made more than £1bn – not far short, in other words, of the combined income of the city’s two global sporting brands. This is in many ways a cause for celebration, a sign of the economic power of higher education, of British success in attracting foreign students and the high fees that they pay, of the contribution that universities can make to the prosperity of their host cities.

But, for a billion-pound business, you might have expected better than their handling of the pandemic. Last summer, as students tried to decide whether to stay at home or go to the campus for the first term of the academic year, they were told they would receive “blended learning”, a combination of online and in-person teaching. They were offered the “hope” as one student says, “that everything would be as normal as possible”. They didn’t need much encouragement, especially all those first-years for whom arrival at university was the pinnacle and goal of their education to date, and they went.

The education secretary, Gavin Williamson, has put mass testing for coronavirus at the heart of his strategy to reopen schools after the lockdown. It is a controversial strategy that has divided scientists. Some believe mass testing can help reduce outbreaks at schools, while others argue it could make matters worse by giving teachers and pupils false reassurance.

Mass testing relies on lateral flow tests, or LFTs, which contain antibodies that bind to the virus. When a nasal swab is tested in an LFT, any virus present in the sample sticks to the antibodies and produces a dark band, a bit like a pregnancy test’s indicator. LFTs are not as accurate as the standard NHS lab-based PCR tests, but they are cheap and produce results fast – within 30 minutes.

The teacher explained that English is the global language of science: the best journals are published in English. The best schools are taught in English, which also means that they are located outside of China. A competent scientist, regardless of nationality, needs to be able to communicate in English.

University College London has expressed “deep regret” for its role in the propagation of eugenics, alongside a promise to improve conditions for disabled staff and students and a pledge to give “greater prominence” to teaching the malign legacy of the discredited movement.

This lockdown comes with increased pressures for educators, writes a primary headteacher

In March 2020, when we first went into lockdown, my school went overnight from over 200 pupils to having between three and 10 pupils. Having seen it coming way before the government – not that you needed the gift of prophecy – we were prepared with remote learning from the very next day.

We were able to keep staff and pupils safe, and invite in the handful of pupils who we knew were more at risk, satisfied that this would work within our risk assessments.

Today, the picture in my school and in those of many of my peers could not be more different. Today I have nearly a quarter of my pupils eligible for a place. All of them want it and more are still getting in touch. How has that picture changed so significantly in under 10 months with practically the same cohort of pupils? Who are these pupils?

There is the core group, the ones we saw in the last lockdown, whose parents are health professionals, food distributors, social workers, bus drivers and children of those working in education. They know the drill and there is mutual respect between us communicated in nods at the end of the day.

Then we have the parents who technically qualify for a place because one of them works in a key worker profession, but actually they and their partner were able to look after their child the last time. This time though, they’ve weighed up the personal cost of how difficult they found home schooling with the risks to their child.

Then there are the vulnerable children. Last time, that was based on school knowledge because actually we know the children best. This time there is strict categorisation, which as always misses the nuances. Not every child who has a local authority care plan (known as an EHCP) needs a place – I know that many parents of special needs children find this deeply insulting, that their child is deemed vulnerable. Vulnerable from what? But now we have to encourage these families in and mark them in the registers as not attending. Therefore some come in.

My greatest concern is the pupils who do not fit in the vulnerable category but absolutely should. Because the reality is, these are the ones without any agency looking out for them. The ones without social workers who truly need the stability of school. The ones who keep me and thousands of other teachers awake at night.

Some may scoff at the idea of having 25% of our pupils in. Surely that would make it easier to socially distance. But a couple of problems have arisen.

Firstly, we are now under a legal framework which entitles all the pupils who are at home learning to have a standard of remote learning equivalent to what they would get in school. And too right, of course they should. Though seriously, Gavin Williamson, I know Ofsted inspectors have bugger all to do at the moment, but telling parents to run to them when they don’t quite like something with their learning is a bit low when only a minute before you said you trusted teachers.

Contrary to popular belief, it is impossible to be both in two places at once. Many parents demanded full days of live lessons. Thankfully, I have been able to persuade my community that this is not desirable or attainable for practical reasons, if anything, but I know other schools are ploughing on.

The Metropolitan police have said Londoners are “increasingly likely” to face fines in the new lockdown. In a statement explaining its intention to adopt a slightly stricter approach to enforcing the rules than has applied in the past, it says:

Although officers will still apply the 4 Es approach of engaging, explaining, and encouraging – only then enforcing, the Met has issued refreshed instructions to officers to issue fines more quickly to anyone committing obvious, wilful and serious breaches.

In practice this will mean that all those attending parties, unlicensed music events or large illegal gatherings, can expect to be fined – not just the organisers of such events. Similarly, those not wearing masks where they should be and without good reason can expect to be fined - not reasoned with.

Johnson says some of the individual parts of the lockdown package are not susceptible to “iron logic”. But cumulatively they are there to protect the public.

Gavin Williamson, the education secretary, was also facing renewed calls to resign over the chaos.
