Shabana Mahmood to set out emergency measures, which could include reducing the time before some prisoners are automatically released

Robert Buckland, the former secretary of state for justice and former MP, has appeared on Sky News to talk about the prison crisis.

He said that only 6,000 of the 20,000 new places the Tories promised by the end of this year have been created, and that the prison building programme “which I started with Rishi Sunak is coming forward, but not at a pace that is quick enough I think to meet demand”.

My advice to the new Justice Secretary – and I wish her well, she’s just come into post – is to make sure that we aren’t releasing people who could pose a risk, particularly domestic abusers, stalkers, those types of offenders. I think it would be wholly inappropriate to release them.

I think we do need to be absolutely iron on our commitment to protect the public. And the new government would be best advised to make that clear from the outset. Because sending mixed messages about punishment is not a good way, frankly, to start a penal policy when you’ve just taken office.

Earlier this year, before he became the UK justice minister, James Timpson described how Britain should follow the Dutch example of mild sentencing to help solve the prisons crisis.

“They have shut half their prisons not because people are less naughty in Holland,” he told Channel 4. “It’s because they have a different way of sentencing, which is community sentencing so people can stay at home, keep their jobs, keep their homes, keep reading their children bedtime stories, and it means they are far less likely to commit crime again. A custodial sentence is not always the right thing.”

His Majesty’s Inspectorate of Prisons has published a damning report on conditions at Harmondsworth, a 658-bed centre, the largest of its kind in Europe.

In a statement, Shabana Mahmood, the shadow justice secretary, said:

The Tories continue to make major and unprecedented changes to the justice system without so much as a word to the public. It’s completely unacceptable and the public will be alarmed at this latest panic measures.

The government is stalling justice and leaving victims in limbo because of the mess they have created. This comes days after they hid from the public that they’re now letting criminals out of jail earlier than ever before.

The government is completely failing [on knife crime]. We’ve had an 80% increase since 2015 and rises all around the country. That’s the first point.

On stop and search, that is intelligence lead and evidence-based and is a really important tool. We’ve had, for example, the Inspectorate of Constabulary, an independent organisation, looking at this saying that what’s essential is that it is done in that targeted way.

Prisons ‘sleepwalking into crisis’ as inmates forced to share single cells

Longer sentences and court backlogs push 25% of prisoners in England and Wales into shared cells, adding to drug-use and violence

The scale of the prison overcrowding crisis has been laid bare by figures revealing that a quarter of prisoners in England and Wales have been sharing cells designed for one person with at least one other inmate.

According to the Ministry of Justice (MoJ), 11,018 cells intended for single use were being shared by two prisoners, with a further 18 such cells shared by three inmates. The overall prison population – which has ballooned over recent decades because of longer sentences and court backlogs – stood at about 88,000 when the statistics were originally compiled in late February.

Black prisoners are disproportionately subjected to the use of force inside one of Britain’s most notorious jails, a report has found.

The annual report of the Independent Monitoring Board, a statutory body that monitors the treatment of prisoners, found that from June 2022 to May 2023, black prisoners in Wormwood Scrubs were subjected to 43% of use-of-force incidents although they formed just 27% of the prison population.

James wrote A Life Inside column while serving sentence for murder and later edited Inside Time newspaper

Erwin James, the writer of an influential Guardian column about life in prison who would go on to be a leading voice on criminal justice, has died.

James, real name Erwin James Monahan, was convicted of murder in 1984 and served 20 years in prison.
