London councils yet to spend £130m in local climate funds

Exclusive: Local authorities have spent less than £40m out of £170m collected since offsetting scheme began in 2016

London councils are sitting on more than £130m that should be funding local climate action, the Guardian can reveal.

More than £170m has been collected through the mayor of London’s carbon offset fund, which developers are required to pay into to mitigate emissions from new projects, since it was introduced in 2016. However, the capital’s 33 local authorities have spent less than £40m between them. Some have said they do not have the resources, expertise or time to decide how to spend it.

Graham, 40, died after falling out of a third-storey window in Clapton, east London in April 2020 following a psychotic episode. Hours earlier London ambulance paramedics had dismissed his friends’ concerns about his behaviour. And a crisis call handler from East London NHS trust also failed to properly assess his risk or arrange an urgent mental health assessment within the recommended time.

DoorDash is offering to buy its UK-based rival Deliveroo for $3.6bn (£2.7bn), Deliveroo said on Friday.

Deliveroo said that its board was in talks with DoorDash over the offer and that a firm offer had not been made, according to statement sent to the Guardian. Should a firm offer of £1.80 ($2.40) a share be made, Deliveroo said, “it would be minded to recommend such an offer to Deliveroo shareholders.

A rare piece of postwar art that was under threat of being demolished along with the south London building it was housed in has been saved.

The work, a mural by William Mitchell, was created for a community centre in Blackheath that is to be torn down to make way for social housing. The mural will now be preserved by Heritage of London Trust (Holt).

A search is under way to find an 11-year-old girl after she fell into the River Thames in east London, police have said.

Metropolitan police officers were called to reports that the child had entered the river close to Bargehouse Causeway, near London City airport, at about 1.15pm on Monday. Emergency services launched a “large-scale response” to the incident, the force said, but the search was later scaled down.

Nearly two years after the American drag artist Heklina was found dead in London, her friends and fans gathered outside Scotland Yard’s headquarters to protest against the force’s handling of the case.

Heklina, whose real name was Steven Grygelko, was found at a flat in Soho, central London, on 3 April 2023, by a friend and fellow drag performer, Peaches Christ, real name Joshua Grannell.
