New Delhi, Feb. 4: The Narendra Modi government appears to have again opted for the money bill route, this time to implement new provisions on political parties’ funding, by “sidestepping” the Rajya Sabha where the ruling NDA is in a minority. The Representation of the People Act, Income-Tax Act and the Reserve Bank of India Act – the three laws – “technically do not fall under the Constitution’s Article 110”, which defines a money bill and its scope, several leaders and activists have said.
